Information Notice and Explicit Consent Statement for the Nilüfer Everywhere Application

Purpose and Definitions

This Information Notice has been prepared in order to inform individuals who apply to the Nilüfer Everywhere Application of Nilüfer Municipality about their rights regarding the processing of their personal data in accordance with the Personal Data Protection Law No. 6698 (“KVKK”) and relevant legislation.

Personal data belonging to the participant and shared with the institution, such as Turkish ID number, phone number, and e-mail address, are processed by the Municipality, acting as the data controller, in compliance with the law and principles of good faith; accurately and, where necessary, kept up to date; for specific, explicit and legitimate purposes; in a manner that is relevant, limited and proportionate to the purposes for which they are processed; and retained for the period stipulated by the relevant legislation or required for the purpose of processing, within the scope of the purposes stated below.

Purposes of Processing Personal Data

  • Enabling users to access their own debt information and perform payment transactions,
  • Recording requests and complaints submitted through the “Send Request” application into the system,
  • Displaying past payment records.

Transfer of Personal Data

The Institution does not transfer personal data related to the Application to third parties without the explicit consent of the data subject, except for the exceptional cases stipulated in the KVKK and other relevant legislation and where there are lawful grounds specified by law.

User data are not shared with any institution or organization. Only statistical data, not containing personal information, are presented in operational reports.

Method and Legal Basis for Collecting Personal Data

All data are retained for a maximum period of two (2) years. Users may terminate their membership upon request. Information of users who have property declarations is updated and retained within the scope of legal obligations.

Rights of the Data Subject

Pursuant to Article 11 of the Law No. 6698, individuals whose personal data are processed have the following rights:

  • To learn whether their personal data are processed,
  • To request information if their personal data have been processed,
  • To learn the purpose of processing personal data and whether they are used in accordance with that purpose,
  • To know the third parties to whom personal data are transferred domestically or abroad,
  • To request correction of incomplete or inaccurate personal data and to request notification of such corrections to third parties to whom the data have been transferred,
  • To request deletion or destruction of personal data in case the reasons requiring processing no longer exist, despite being processed in accordance with the law, and to request notification of such actions to third parties,
  • To object to the occurrence of a result against the person by analyzing the processed data exclusively through automated systems,
  • To request compensation for damages in case of unlawful processing of personal data.

The data subject may submit their requests regarding these rights by filling out the “KVKK Application Form” available under the Information Notice section on our website (www.nilufer.bel.tr), and sending it in writing to the address: İhsaniye Mah. Cumhuriyet Meydanı 2/A 2/B Blok 16130 Nilüfer, Bursa; via registered electronic mail (KEP) with e-signature to niluferbelediyesi@hs03.kep.tr; via e-mail to nilufer@nilufer.bel.tr; or by applying in person with identification.

Requests will be evaluated and concluded as soon as possible and within a maximum of thirty (30) days, free of charge. If the process requires an additional cost, the fee determined by the Personal Data Protection Board will be applied.


Explicit Consent Statement

This Explicit Consent Statement has been prepared in accordance with the KVKK and relevant legislation, in order to obtain the explicit consent of the data subject regarding the processing of their personal data within the scope of the matters explained in detail in the Information Notice.

The participant is required to indicate their preferences regarding the matters stated below. I have read the Information Notice and understood my rights under the KVKK.

As an application user, I give my explicit consent, based on my free will, for my personal data—such as SMS, e-mail, and Turkish ID information—to be stored in the system and used within the Municipality, including integration with the Management Information System used by Nilüfer Municipality, and for use in analysis within the Request and Suggestion System; and for my personal data, excluding legal obligations and exceptions, to be processed and transferred in line with the purposes and principles stated in the Information Notice.
