Nilüfer Tek Sağlık Sempozyumu

Tek Sağlık Yaklaşımı ve Bağlam 

Nilüfer Belediyesi'nin üyesi olduğu DSÖ Avrupa Sağlıklı Şehirler Ağı'nın Kopenhag'da düzenlediği Yıllık İş Toplantısı ve Teknik Konferansı 2022, pandemi deneyiminin ardından yerel sağlık politikalarının odağını önemli ölçüde dönüştürmüştür. Konferansın ana teması, "Tek Gezegen, Tek İnsanlık, Tek Sağlık" olarak belirlenmiştir. Bu tema, COVID-19 pandemisinin ortaya çıkardığı, insan sağlığının, hayvan sağlığının ve çevresel sürdürülebilirliğin birbirinden ayrı düşünülemeyeceği gerçeğini temel almaktadır. Pandemi sürecinde küresel sağlık eşitsizliklerini gidermeyi amaçlayan "Kimseyi Geride Bırakmama" (Leaving No One Behind) yaklaşımı, daha kapsamlı ve sistemik bir çerçeve olan "Tek Sağlık" (One Health) yaklaşımı ile birleştirilmiştir. Böylece, şehirler düzeyinde sağlığın sosyal, ekonomik ve çevresel belirleyicilerini bütüncül bir şekilde ele alma, gelecekteki sağlık krizlerine karşı daha dirençli kentler oluşturma ve sürdürülebilir kalkınma hedeflerine ulaşma taahhüdü güçlenmiştir. Konferansta kabul edilen siyasi bildiri, şehirlerin Tek Sağlık yaklaşımını yerel düzeyde işlevsel hale getirme, iklim değişikliği ve antimikrobiyal direnç gibi konularda disiplinler arası işbirliğini artırma konusundaki kararlılığını resmileştirmiştir. Bu küresel çağrı, yerel yönetimlere insan, hayvan ve çevre sağlığı arasındaki kaçınılmaz etkileşimi yönetme ve sağlık tehditlerine karşı daha dirençli kentler kurma görevini yüklemiştir.

Türkiye'de bu küresel stratejiyi sahiplenen öncü yerel yönetimlerden biri olan Nilüfer Belediyesi; her yıl 3 Kasım Dünya Tek Sağlık Günü'nde (ya da akabininde) Bursa sağlık meslek odalarının oluşturduğu "Tek Sağlık Platformu" iş birliğiyle, Sağlıklı Kentler Proje Ofisi (SKPO) bünyesinde Nilüfer Tek Sağlık Sempozyumu (NTSS) serisini düzenleyerek, tam da bu bağlamda somut ve periyodik bir eylem planı sunmaktadır. Sempozyum serisi, Tek Sağlık kavramının genişliği nedeniyle her yıl farklı bir temayı (örneğin; Zoonotik Hastalıklar, İklim Krizi, Sağlıklı Gıda vb.) ele alarak, DSÖ'nün yerel düzeyde Tek Sağlık'ı işlevsel hale getirme tavsiyesini pratiğe dökmektedir. Bu güçlü ve platform temelli iş birliği sayesinde Nilüfer, kriz sonrası dönemde küresel sağlık stratejisini yerel politikalara entegre eden ve farklı disiplinleri (tıp, veterinerlik, çevre vb.) ortak çözüm için bir araya getiren öncü bir model oluşturmaktadır.

Nilufer One Health Symposium
The One Health Approach and Context [EN]

The Annual Business Meeting and Technical Conference 2022, organized by the WHO European Healthy Cities Network, of which Nilüfer Municipality is a member, in Copenhagen, has significantly transformed the focus of local health policies following the pandemic experience. The main theme of the conference was determined as "One Planet, One People, One Health." This theme is based on the reality, revealed by the COVID-19 pandemic, that human health, animal health, and environmental sustainability cannot be considered separately from each other. The "Leaving No One Behind" approach, which aimed to address global health inequities during the pandemic process, has been combined with the "One Health" approach, a more comprehensive and systemic framework. Thus, the commitment to holistically address the social, economic, and environmental determinants of health at the city level, to create more resilient cities against future health crises, and to achieve sustainable development goals has been strengthened. The political declaration adopted at the conference formalized the cities' determination to operationalize the One Health approach at the local level and to increase interdisciplinary cooperation on issues such as climate change and antimicrobial resistance. This global call has entrusted local governments with the task of managing the inevitable interaction between human, animal, and environmental health and establishing more resilient cities against health threats. Nilüfer Municipality, one of the pioneering local governments in Türkiye that has embraced this global strategy, presents a concrete and periodic action plan exactly in this context by organizing the Nilüfer One Health Symposium (NOHS aka NTSS in Turkish) series every year on (or immediately following) November 3rd, World One Health Day, within the structure of the Healthy Cities Project Office (HCPO), in collaboration with the "One Health Platform" formed by Bursa health professional chambers. Due to the broad scope of the One Health concept, the symposium series addresses a different theme each year (for example; Zoonotic Diseases, Climate Crisis, Healthy Food, etc.), putting the WHO's recommendation to operationalize One Health at the local level into practice. Thanks to this strong and platform-based cooperation, Nilüfer is creating a pioneering model that integrates the global health strategy into local policies in the post-crisis period and brings different disciplines (medicine, veterinary science, environment, etc.) together for common solutions.
